The Future of Happy Mount Park - A Consultation

Backgound
The park was recently highlighted in the PPG17 Study of Open Space, Sport and Recreation Facilities as a park with significant importance within the district. The park is owned and managed by Lancaster City Council, with some activities within the park being delivered through lease agreements with concessionaires.

As the park continues to develop and concessionaries present new proposals for the park, a review of the park was necessary to ensure it is being developed and managed in the most appropriate way.

The Cabinet resolved on 11th December 2007 for; ‘Officers to progress the respective “partnership” proposals in respect of Happy Mount Park (private) and Highfield Recreation Ground (community), with a view to bringing either or both proposals forward to a future meeting of the Cabinet for final consideration and approval.’

The review explored and assessed potential management methodologies for the park. As well as developing a strategic vision and plan for the park which will be used as tool for assessing new proposals ensuring they are in keeping with the park.

Results Summary
- Online survey - 64 responses
- Face to face survey - 192 responses
- Postal survey - 395 responses

What Next
The Service Head is preparing a report for the Cabinet meeting in July setting out why the project timetable has been amended in order to deal with priorities placed on the Service, such as managing Williamson Park.

It is anticipated that the project will continue from August/ September onwards with a revised timetable set - all subject to the outcome of the Cabinet meeting.
